William J. O'Neill Named Regional Vice President of Sales for Qwest Government Services



ARLINGTON, VA, Sept. 22, 2008 — William J. O’Neill, a veteran telecommunications executive, has been named regional vice president of sales at Qwest Communications International Inc. (NYSE: Q) and will lead the company’s federal sales force. O’Neill will report to Diana Gowen, senior vice president and general manager of Qwest Government Services, which is based in Arlington, Va.
“Bill has a long and successful track record of managing major accounts in the defense, civilian and secure business areas, as well as leading teams that provide end-to-end IT telecommunications solutions,” Gowen said. “His accomplishments are based on gaining a thorough understanding of the federal customers’ requirements and designing innovative services solutions that exceed them.”
O’Neill joined Qwest from Nortel Networks Corporation where he was vice president and general manager of product and managed services for Nortel Government Solutions in Fairfax, Va., for the past five years. He started at Nortel in 1999 as director of new product introduction at the Enterprise Division in Billerica, Mass.
Previously, O’Neill spent 17 years at Raytheon Company in various business development, sales and management positions serving government and enterprise customers from its facilities in Massachusetts and Virginia. He was general manager of operations for Raytheon Technical Services Company in Norfolk, Va., from 1996 to 1999.

O’Neill graduated magna cum laude with a bachelor’s of science in engineering from Roger Williams College in Bristol, R.I., and attended the master’s of science program in engineering management at Tufts University in Medford, Mass., where he also earned a graduate certificate in electro-optics engineering.
