Qwest Customer Service Ranked No. 1 By Wholesale Customers In Leading Research Report

DENVER, Oct. 18, 2006 - Qwest Communications International Inc. (NYSE: Q) received multiple best-in-class honors from wholesale customers using metro services in a survey conducted by Atlantic-ACM, a research consultancy serving the telecommunications and information industries. The survey results are detailed in Atlantic-ACM's 2006 Metro Carrier Report Card: Business and Wholesale.

Specifically, Qwest was rated in first place for customer service and provisioning among all regional Bell operating companies and incumbent local exchange carriers by wholesale customers with a large telecommunications spend. On the product side, wholesale customers scored Qwest's local voice services, transport services, SONET services and direct Internet connection products highest among all carriers, earning Qwest four Metro Carrier Excellence Awards.

The Atlantic-ACM 2006 Metro Carrier Report Card evaluates the performance of metro carriers by their wholesale and business customers and is based on more than 5,000 individual carrier evaluations.

This is the second time this year that Qwest's wholesale division has been recognized by customers. Earlier in 2006, Qwest was honored for the best provisioning and sales force in the Atlantic-ACM's report titled, U.S. Wholesale LD: Carrier Report Card 2006-2010.
