Qwest Communications Clears All 14 Checklist Items Necessary For Re-Entry Into The Long-Distance Business In Oregon

PORTLAND, Ore., June 5, 2002 ? Qwest Communications International Inc. (NYSE:Q), moved a key step closer to offering Oregon customers a real choice in long-distance service with the Oregon Public Utility Commission?s (PUC) report stating that the PUC has reviewed all 14 federal checklist items and other additional items necessary for Qwest?s re-entry into the long-distance business in Oregon.

?The commission?s action clearly acknowledges that Qwest has opened its local markets to competitors," said Judy Peppler, Qwest vice president of policy and law for Oregon. ?It reflects a lot of work on the part of the commission, the staff and Qwest, the result of which will be to bring more long-distance options, better service and lower prices to customers in the state.?

?Through the leadership of Commission Chair Roy Hemmingway and Commissioners Joan Smith and Lee Beyer, we are on the verge of providing greater local and long-distance competition to Oregon as well as our 14 Western states,? said Steve Davis, Qwest senior vice president of policy and law.

The report by the Oregon PUC addressed the14 federal checklist items and additional items with which Qwest had to demonstrate it complied in order to re-enter the long-distance business. They include: interconnection and collocation; unbundled network elements; poles, ducts, conduits and rights-of-way; loops; transport; switching; 911, directory assistance and operator services; white page directory listings; number administration; signaling and databases; number portability; dialing parity; resale; and reciprocal compensation.

The Oregon PUC?s Workshop 5, expected in July, will address any outstanding issues not resolved through earlier workshops and will review the findings of the final report on the Operational Support System (OSS) test. Qwest plans to file its application to offer long-distance service in Oregon with the FCC upon completion of Workshop 5 and hopes to begin offering services to Oregonians by the 4th quarter of this year.

Qwest has spent in excess of $3 billion to open its markets to competitors and comply with the Telecommunications Act. Last week, Qwest received the final report on the independent test of its systems and performance that demonstrates its excellence in providing wholesale service to customers. The test ? the most thorough and comprehensive ever conducted ? covered 13 of the 14 states in Qwest?s local service territory and was conducted by regulators from throughout those states. Qwest has also passed a separate and comparable systems test in Arizona.

Consumer Savings

On Monday, Qwest announced a simplified, basic long-distance pricing plan for residential customers that could save Oregonians more than $90 million annually. A similar plan offered by AT&T is nearly four times more expensive than Qwest?s 10-cent per minute rate. Qwest will offer this basic rate plan to customers in Oregon, along with other long-distance pricing plans, once it receives long-distance re-entry approval from the FCC.

Additionally, a study by Professor Jerry A. Hausman, director of the Massachusetts Institute of Technology (MIT) Telecommunications Economics Research Program, found that residential customers in Oregon will save an average of up to $80 per residential customer. After Qwest is approved to re-enter the long-distance business, the company will be able to provide customers with another choice for long-distance service, as well as offer bundled services and the convenience of a single bill.

When Qwest acquired U S WEST, the company had to divest itself of its long-distance operations in the 14 western states where U S WEST provided local service. Under the Telecommunications Act of 1996, Qwest can re-enter the long-distance business once its application to the FCC has been approved.
