HELENA, March 15, 2004 ? Starting today, Montana small and large business customers are eligible to purchase the complete suite of Qwest Communications International Inc. (NYSE: Q) services, including local and long-distance phone service, as well as data and Internet protocol (IP) services. The approval in Montana marks Qwest?s ability to sell long-distance voice and data services to all customers in Qwest?s 14-state local service region.

The Montana Public Service Commission has approved Qwest?s request to provide Montana customers with competitive rates and services designed to meet their communications requirements. The approval enables Qwest to offer domestic and international long-distance voice and data services to business and residential customers.

Until today, Qwest had not been authorized to provide its entire portfolio of long-distance business services on the Qwest network in Montana.

Businesses with more advanced long-distance needs committing to at least $1,000 per month in dedicated long-distance services may receive a per-minute rate of only $.0225. Both offers are for a one-year term, but multiple year term offers and pricing are also available.
