DENVER, March 30, 2004 ? Qwest Communications International Inc. (NYSE:Q) announced today that its Small Business Program has been ?Approved? by the Federal Government?s Small Business Administration (SBA) and the Defense Contract Management Agency (DCMA).

The agencies? recognition is in response to positive improvements Qwest has made to its small-business programs, and is an evaluation factor in awarding government contracts. Qwest?s Approved rating is the result of a two-year review by both agencies.

?We?re proud to receive this vote of confidence regarding Qwest?s work with small businesses,? said James F.X. Payne, senior vice president of Qwest?s government services division. ?The ?Approved? rating is a powerful endorsement when competing for entry into federal government contracts.?

Qwest met all the mandatory requirements under the SBA?s Federal Acquisition Regulations in order to pass federal scrutiny, including Qwest executive support, community outreach, evidence of advocacy for small businesses and subcontracts with targeted small-business categories.

Contributing to Qwest?s improved program and corporate image is the company?s increased participation in community organizations and events, including African American, Asian, Hispanic, Native American, and women?s groups, as well as small-business support groups in Qwest?s local communities.
