WASHINGTON, D.C., October 9, 2003 ? The U.S. Department of Justice (DOJ) today recommended that the Federal Communications Commission (FCC) approve Qwest's application to re-enter the long-distance business in Arizona. Qwest is already providing long-distance service in the other 13 states in its local service territory.
The DOJ?s recommendation states: ?The Department concludes that Qwest has generally succeeded in opening its local markets in Arizona to competition and recommends that the Commission approve its Section 271 application.?
?We commend the DOJ for its hard work and for conducting a thorough and fair evaluation of our Arizona application,? said Steve Davis, Qwest senior vice president of public policy. ?We?re excited about the possibility of giving customers in Arizona the benefit of competitive, low rates for residential and business long-distance phone service. Today's positive recommendation from the DOJ moves us a major step closer to being able to offer customers long-distance service in every state in our local service territory.?
Qwest?s residential and business customers in Arizona could save an estimated $189 million annually with Qwest?s re-entry into the regional long-distance business, based on a study by Professor Jerry A. Hausman, director of the Massachusetts Institute of Technology Telecommunications Research Program.
Customers in Arizona will soon enjoy the convenience of having all their voice, data, video and wireless services on one bill. In less than six months, more than 1.1 million in-region customers have signed up for Qwest long-distance service. Qwest residential customers have been particularly responsive to the Qwest Preferred Unlimited Plan?, which includes unlimited direct dialed long-distance service for only $20 per month for the first 12 months when purchased with a Qwest bundle of services.
The Telecommunications Act of 1996 requires the FCC to give the DOJ's recommendation ?substantial weight? prior to making a final determination on Qwest's application. Qwest has spent more than $3 billion to open its markets to competitors and comply with the act.
