Denver, September 12, 2000 — Qwest Communications International Inc. (NYSE: Q), the broadband Internet communications company, announced today it signed a $24 million contract with Pac-West Telecomm, Inc. (Nasdaq: PACW), giving the California-based competitive local exchange carrier (CLEC) exclusive rights to an OC-48 (2.4 gigabits per second) optical transport ring.

The agreement enables Pac-West to provide reliable and efficient high-speed transport services, including Virtual DS-1, DS-3, OC-3, and OC-12 on one of the first OC-48 ATM networks ever constructed. Qwest will also provide co-location services for Pac-West.

"With OC-48 capacity provided by Qwest, Pac-West is able to meet the growing demand for broadband services," said Gregory M. Casey, executive vice president of wholesale markets for Qwest. "Qwest's scalable and secure network is sure to meet the needs of Pac-West and its customers."

Utilizing Qwest’s Macro Capacity® Fiber Network, Pac-West will be able to offer up to 2.4 gbps capacity on selected routes between central and southern California, the densest information corridor in the country. The additional bandwidth capacity enhances Pac-West's ability to cost-effectively deliver high-quality voice, data, video and next-generation Internet services to its customers.
