DENVER, Sept. 17, 2007 - Qwest Communications (NYSE: Q) has received notification from the General Services Administration (GSA) that it has successfully passed the Operational Support Systems (OSS) testing. Qwest is authorized to receive service orders for Networx Universal, the new $20 billion federal communications program.
In addition, GSA has completed its security certification and determined Qwest's OSS provides "a fully acceptable level of protection to GSA operations and assets." GSA conducts its "certification and accreditation" to provide maximum support to its customer agencies. Separate authorization is anticipated soon by each of the nearly 140 agencies of the federal government.
"Getting the nod from GSA to proceed with Networx Universal shows Qwest's commitment to being a nimble and responsive partner for the federal government," said Diana Gowen, senior vice president and general manager of Qwest government services. "Qwest is now authorized to sell the solutions agencies need for their specific mission critical and support requirements."
According to GSA's guidelines, before Networx awardees may begin the actual sales and order-taking processes, they must successfully complete numerous tests, including analysis of its customer-facing portal, extensive OSS testing, and a thorough security review. Qwest completed all these steps for Networx Universal in record time.
Qwest has started OSS testing for the Networx Enterprise contract and plans to complete them in the fourth quarter.

The report also said Qwest's ability to win federal contracts under Networx is boosted by valuable pricing and that it is "expected to gain an edge through innovation, both in its own technology and in its provisioning."
