Qwest to Provide Federal Agencies with Managed Trusted Internet Protocol Services (MTIPS)

ARLINGTON, VA. – March 11, 2009 – The U.S. General Services Administration (GSA) has awarded Managed Trusted Internet Protocol Services (MTIPS) to Qwest Government Services, a division of Qwest Communications Inc. (NYSE: Q), for providing federal agencies with secure connections to the public Internet.

GSA developed MTIPS to connect agencies to the Internet in full compliance with the Office of Management and Budget’s (OMB) Trusted Internet Connections (TIC) initiative (M-08-05). MTIPS facilitates the reduction of Internet connections in government networks and provides standard security services to all government users.

“Qwest has configured MTIPS as a network-based service to ensure consistent, up-to-date Internet security without forcing an agency to maintain Internet security hardware and software on its own,” said Diana Gowen, senior vice president and general manager of Qwest Government Services in Arlington, Va.

Qwest uses its private Multiprotocol Label Switching transport infrastructure, also known as Network Based Internet Protocol Virtual Private Network, to keep agency traffic in a private secure domain all the way to redundant gateways hosted at Qwest CyberCenters.

As the Internet traffic passes through these gateways, a suite of security services is applied, including firewall policy enforcement, intrusion detection prevention services, anti-virus and anti-spam management, and e-mail scanning.

“MTIPS ensures the secure transit of inter-agency traffic even if the Internet becomes unavailable due to an attack,” said Gowen.

GSA Networx is the largest set of government contracts for providing comprehensive communications and networking services and technical solutions to all federal agencies. Qwest participates in both the Networx Universal and Networx Enterprise contracts, which have an estimated value of $20 billion over the program’s 10-year term. MTIPS is the 40th product that Qwest offers under its Networx Universal contract.
