Qwest Provides Comprehensive Voice Solution In Agreement With The State Of South Dakota

Denver, October 5, 2006 - Qwest Communications International Inc. (NYSE:Q) and the state of South Dakota today announced the signing of a new three-year contract. Under the new agreement, Qwest will be the exclusive provider of voice services to the Bureau of Information and Telecommunications.

Qwest will provide the Bureau of Information and Telecommunications with long-distance service, including toll-free solutions and calling card services. The agreement also includes the use of Qwest Q Control, a solution that allows state employees to make quick changes to long-distance services, call routing preferences and toll-free solutions. Ultimately, Qwest will enable the state to simplify its voice services by being the single provider.

"Having one exclusive provider of long-distance service, as well as a simple flat rate, offers the state a cost-effective and easy-to-use solution and that is essential for our department," said Dennis Nincehelser, director of telecommunications for the Bureau of Information and Telecommunications.
