Qwest Communications Names New Federal Executive In Washington, D.C.

DENVER, July 16, 2007 - Qwest Communications International Inc. (NYSE: Q) today announced that Shirley Bloomfield has been named Qwest senior vice president for federal relations, effective Aug. 20, 2007. Bloomfield will report to Richard C. Notebaert, Qwest chairman and chief executive officer.

Bloomfield has more than 20 years of industry experience and most recently served as vice president of government affairs at The National Telecommunications Cooperative Association in Washington, D.C. At that organization, she has served in a number of key positions representing small and rural telecommunications companies throughout the United States.

Bloomfield will be replacing Gary Lytle, who has led Qwest's federal operations since 2002 and has decided to retire following an orderly transition period.

"As a well established member of the senior management team, Gary provided a depth of knowledge and years-long relationships in establishing Qwest's presence in Washington as a national communications provider," Notebaert said. "While he will be missed, we are excited to have Shirley join the Qwest senior team, applying years of telecom industry experience to Qwest's customer-benefiting priorities."

Bloomfield will be responsible for advocating Qwest's public policy positions before the federal government, including the legislative and executive branches, as well as independent agencies such as the Federal Communications Commission.

She began her career as a congressional aide for Wisconsin Rep. David R. Obey and later served in a number of staff roles including the House Budget Committee.

Bloomfield holds a master's degree in public administration from The American University and bachelor's degree in economics and urban studies from Northwestern University. She and her family live in Arlington, Va.
