Qwest Communications Appoints Lynn Shapiro Starr Federal Regulatory Vice President

WASHINGTON, D.C., Oct. 24, 2005 ? Qwest Communications International Inc. (NYSE: Q) today announced that Lynn Shapiro Starr will become its new federal regulatory vice president.

"Lynn brings a wealth of telecommunications regulatory experience to Qwest and we are lucky to have her on our team," said Gary Lytle, Qwest senior vice president for federal relations. "She has provided strategic counsel to some of the largest telecommunications companies in the nation and she has argued many of our industry's most important issues before the Federal Communications Commission."

Starr has nearly 20 years of experience as an attorney in the telecommunications industry, for Congress and at some of the most prestigious firms in Washington, D.C. She was legislative counsel for Congressman Rick Boucher during the drafting of the Telecommunications Act of 1996 and has held vice president positions for both SBC Communications and Ameritech.

Starr received her J.D. from The American University and her B.A. from Boston College.
